May 19 in time for the opening banquet and orientation.
Departure from Beijing for
return to the US should be scheduled for Sunday, June 9. Students
participating in an externship should schedule their departure for Sunday, June
30.

Experience the study of Chinese law on-campus at the prestigious Peking
University (Beida - pronounced “Bay-DA”) in Beijing.
As the People’s Republic of China emerges from decades of isolation, the
faculty and students of this premiere educational institution are leading
participants in the new era of “openness.”
In many instances the Chinese are writing on a new slate, without the
baggage of years of common law development.
This program offers an unequaled opportunity to observe, from the inside,
how China is restructuring its legal, economic and social systems at the dawn of
the 21st century.

Program of Instruction
The curriculum features lectures and discussions primarily in the morning
coupled with field trips to legal institutions and tours to cultural and
historic sites in the afternoons.
Classes and field trips require mandatory attendance, as they are part of the
academic program. The cultural and
historic tours are included in the package price and are thus highly
recommended, but attendance is optional and not required for academic credit.

We anticipate that the core group of students will be from the University of
Missouri-Kansas City School of Law and Lewis & Clark Law School. Class size will
be limited to no more than 45 participants.
We seek participation by a highly diverse group of visiting

Eligibility
Registration is open to all US and foreign law students in good academic
standing who will have completed at least one full year of law school study by
May 2013, and to law school graduates.
·
Current
law students must submit a letter from their Dean or Registrar certifying good
standing.
·
Law
school graduates / practicing attorneys may enroll on a non-academic credit basis for CLE.
·
Companions of registered students may accompany and participate in tours and cultural
activities at a reduced rate on a regulated, space-available basis.
Please verify space availability
with the program administrator in advance as companion slots are limited.
Companions must be over 16 years of
age.
Registration
A $250* per person, non-refundable deposit must accompany your registration
form. A second payment of $500 is
due on March 1, 2013. Registrations
received after February 28, 2013 are contingent upon space availability and must
include both the deposit and second payment (total of $750) to reserve space.
The balance in full is due and
payable no later than April 15, 2013.
Due to the non-refundable nature of our accommodations arrangements and
host institution’s policies, cancellation between April 1 and May 1, 2013 will
incur a $500 per person penalty. If
cancellation occurs after May 1, there is a 100 percent penalty. The penalty may
be waived if a qualified substitute is found to fill the vacancy.
Acceptance is on a first-paid, first-reserved basis and subject to space
limitations. If your registration is
not accepted, the full deposit will be returned.
*Externship candidates must add an additional $75 processing fee.
Costs
The program price of $3,395 includes instructional
fees and materials, double-occupancy lodging at the Zhongguanyuan Global Village
Hotel, field trips, a package of guided tours to local attractions, and a
farewell banquet. Hotel accommodations are based on double occupancy.
A single room may be arranged for an additional $650 supplement on a
space-available basis.
A limited number of adult companions may accompany students for $1,895,
which includes lodging and tours package.
Anyone interested in either obtaining a single room or bringing a
companion should contact the program administrator in advance to determine space
availability.
Most meals are not included in the fee, but are available at numerous
on-campus café facilities and easily accessible, excellent neighborhood
restaurants. Breakfast is included at the hotel restaurant each morning.
You should plan on an average of approximately $20 per day for meals.
Air
travel is not included. Arrangements for travel to and from Beijing are the student’s responsibility.
We recommend that you consult a trustworthy travel agent or major
airlines directly and request the lowest available fares from any reputable
carrier. Airfare prices can vary widely,
depending on choice of airlines, point of departure, routing, itinerary, and
timing of purchase. Early
reservations are highly recommended due to the ongoing increases in jet fuel
costs and subsequently higher passenger fares.
Departure from the USA should be
scheduled for Saturday, May 18, 2013 (or earlier), in order to arrive in Beijing
by mid-afternoon on Sunday, May 19, 2013.
Return from Beijing to the USA for students not staying on for an
externship should be scheduled for Sunday, June 9, 2013.
Costs of passports, visas, laundry, insurance, telephone calls, excess
baggage charges, optional excursions and other expenses of a purely personal
nature are not included.
Travel Documentation
Passports are required for all overseas travel.
In addition, China requires an entry visa.
Each participant is responsible for obtaining a current passport and
visa. Passport information,

the Embassy and Consulates General of the People’s Republic of China in the

Program participants should apply for a Tourist / Family Type “L” visa,
NOT a student visa.
All program participants must provide a
legible copy of both their passport and their visa to the UMKC
program administrator no later than April 30, 2013. Faxed copies are NOT
acceptable.
Each participant is responsible for his or her own compliance with
customs regulations. Information is

Financial Aid
Students seeking financial aid loans must apply to their own school’s financial
aid office. Visiting students should contact their home institution’s
financial aid coordinator. Be sure to contact your home school’s
financial aid office well in advance to determine eligibility and funds
availability. Allow a minimum of 6 to 8 weeks for loan processing.
UMKC will supply supporting documents and Consortium Agreements for visiting
students upon request. Consortium
Agreements should be faxed to the UMKC Financial Aid Office, attention Linda

Accommodations and
Facilities
Accommodations are at the Peking University-operated Zhongguanyuan Global
Village Hotel complex, located near campus. Built in 2008 and designed
specifically as lodging for western students and visiting scholars,
Zhongguanyuan units have “en suite” bathroom facilities, in-room wired internet
access and are air-conditioned. Housing will be double-occupancy.
A limited number of single occupancy rooms may be arranged for a
supplemental price on a space-available basis; please contact the program
administrator in advance regarding availability.
Program activities will be centered on the Beida campus.
Classes will be conducted in the Yingjie Exchange Center on the PKU
campus, within easy walking distance of the hotel.
Externship Opportunity
A limited number of students may be placed with Chinese law firms for a period
of three weeks following successful completion of the course.
Externs receive no compensation and must pay all of their own living
expenses, but may earn 1.5 additional academic credit hours of Independent Study
at no additional tuition cost.
Placement is by application and selection.
Qualified externship candidates will be notified of acceptance with their
course confirming letter. A
mandatory meeting for all externship candidates will take place with the
program’s Academic Director during the first week of the coursework.
Some firms wish to examine the résumés and select their own
interns; consequently, we will not know the specific externship assignments
until after the program commences, and cannot guarantee a specific law firm.
Some individual schools may choose to accept credit for the classroom
portion of the program but not for the externship, or may place special
requirements for receipt of externship credit.
Therefore, all students are responsible for consulting with their home
school’s dean or registrar in advance to ensure externship credit will be
accepted by their home school.
Students requesting an externship placement must submit their
current résumé, a cover letter which clearly states future practice plans and
how the externship fits into those plans, and the $75 processing fee along with
their registration form. Both the
résumé and cover letter should also be submitted electronically to
umkclawoverseas@umkc.edu.
Examination and
Grading
There will be a written examination at the end of the course.
The UMKC course director will grade each
exam alphanumerically. Transcript
transfer request is the responsibility of each individual student.
Transcript request information will be provided to all students when
grades are posted. A strict
attendance and tardiness is enforced.
Noncompliance with the attendance policy may result in a reduced grade or
failure. UMKC retains sole authority to
evaluate student performance for ABA-approved credit.
Students not participating in the optional externship may obtain an
additional 0.5 hours Independent Study academic credit at no additional charge
by submitting a paper to the Program Coordinator no later than July 1, 2013.
General paper guidelines are included in the information packet. If
interested in enrolling in the optional one-half credit paper, please indicate
your intention on the registration form to ensure proper enrollment of total
credit hours.
Credit Transfers
The program is ABA-approved for 4.5 academic credit hours.
Transcript request information will be provided to visiting students
after completion of the program.
UMKC will provide supporting documents for credit transfer, but ultimately the
decision to accept transfer credits and grades is the responsibility of each
academic institution. Further,
overseas study programs in general do not count towards school residency or
accelerated graduation requirements.
Acceptance of any credit or grade for any course in the program, including
externships, is subject to determination by the student’s home school.
Accordingly, you are advised to confer with your home school’s Dean or
registrar prior to application.
Liability and
Insurance
By registering, you agree that the University of Missouri-Kansas City shall not
be liable for any personal injury, illness, property damage or loss you or
persons traveling with you incur in connection with any accommodations, meals,
transportation or other services resulting directly or indirectly from any
occurrences or conditions including but not limited to: defects in vehicles,
equipment breakdown, strikes, thefts, delays or changes in itinerary or
schedules that are beyond UMKC’s control.
Each participant will be required to submit a signed
“Assumption of Risk and Release Form” with their registration form.
The University requires all program participants to
provide specific proof of insurance for emergency medical evacuation and
expatriation of remains. Most standard medical
insurance plans do not include these two required benefits, and many do not
provide medical coverage overseas; therefore enrollment in a
group policy is required for all program registrants through HTH
Worldwide. Enrollments may be
completed on-line at:
www.hthstudents.com. The access
code you’ll need to enroll in the UMKC policy is BJA-2348.
This plan also includes overseas medical coverage.
After on-line enrollment in the HTH plan, you must forward the emailed
confirmation / acknowledgement from HTH to Nancy Kunkel (kunkeln@umkc.edu) no
later than April 30, 2013.
Any non-HTH plans must be
submitted to the program administrator for review prior to April 1, 2013. A
copy of the outline of coverage plus proof of insurance must be included for
review; coverage must meet or exceed the
HTH benefits. If the current coverage does not meet the eligibility
requirements, the program participant must enroll in the HTH plan.
You
are advised to obtain insurance against accidents and loss of baggage.
You may also wish to consider trip cancellation insurance.
Persons
with disabilities should discuss any concerns with the UMKC Director or Program
Coordinator. Public access
accommodation in China is not equivalent to U.S. standards.
Cancellation Policy
UMKC reserves the right to cancel for insufficient enrollment or under
extraordinary circumstances such as natural disaster, war, political instability
or emergency. In such an event you will receive a full refund, including the
deposit, within twenty (20) days after the cancellation. If requested, the
program director will use best efforts to arrange for the student to enroll in a
similar program.
Program Co-Directors
Dr. ZHANG Shouwen, LL.B., LL.M.,
Ph.D., Professor of Law and Dean, Peking University Law School.
He received his LL.B., LL.M. and Ph.D. from Peking University Law School.
Dean Zhang specializes in Economic Law, Fiscal and Taxation Law, Social
Law, and Information Law and directs the largest law school in China.
Professor Timothy E. Lynch
will serve as Academic Director and on-site Co-Director in Summer 2013.
Professor Lynch received his B.A. at the University of Chicago, M.B.A.
for the Kelley School of Business at Indiana University, and J.D. from Harvard
Law School. He specializes in the
areas of international capital markets, private international law, public
international law, international trade, and derivatives.
Prior to his career in academia, he served as an officer in the United
States Navy and was a two-time recipient of the Navy Achievement Medal; taught
English in Yokohama, Japan; interned in the International Relations Department
of the Egyptian Organization for Human Rights in Cairo, Egypt; interned in the
Conflict Resolution Program at the Carter Center in Atlanta, Georgia; was an
associate at Coudert Brothers in New York City; was the Executive Manager of the
Abu Dhabi Public Works Department in Abu Dhabi, United Arab Emirates; was
Founder, Director and President of the Avicenna East-West Student Exchange
Initiative in San Diego, California; and a staff attorney at the Indiana Legal
Services, Inc. in Bloomington, Indiana.
He lived abroad for more than five years with his work in Australia,
Japan, Egypt, and the UAE. Professor
Lynch obtained a joint research fellowship appointment at the Maurer School of
Law and the Kelley School of Business at Indiana University - Bloomington to
launch his academic career and was a visiting assistant professor at Indiana
University Maurer School of Law before joining the faculty at the University of
Missouri-Kansas City School of Law.
His most recent publications are Gambling
by Another Name; The Challenge of Purely Speculative Derivatives (published
by the Stanford Journal of Law, Business & Finance, 2012) and
Derivatives: A Twenty-First Century
Understanding (published by the Loyola University Chicago Law Journal,
2011).
Associate Director
Dr. LOU Jianbo
is the co-author (with Professor Randolph) of
Chinese Real Estate Law (published by
Kluwer Law International) and the co-founder and co-director (with Professor
Randolph) of the Center for Real Estate Law at Peking University.
Dr. Lou received his LL.B. and LL.M. degrees from Peking University, and
his Ph.D. from the University of London.
He was the former Director of Chinese Legal Studies and a Lecturer in
Chinese Commercial Law at Cambridge University in England, and was also a Senior
Visiting Fellow at the Center for Commercial Law Studies at Queen Mary College,
the University of London; a Visiting Senior Fellow at the National University of
Singapore, and a Visiting Lecturer at Tsinghua University, the Chinese
University of Politics and Legal Science, the University of Missouri-Kansas City
School of Law, and Southern Methodist University Dedman School of Law.
Dr. Lou is currently an Associate Professor at the Center for Real Estate
Law and a Research Fellow at the Financial Law Center at Peking University Law
School, and a senior attorney at the law firm of Lehman, Xu & Lee in Beijing.
