(How to Contextualize A Piece of Legislation)

        In order to fully understand the legislative history of a particular statute, it is necessary to contextualize the creation of a statute with an understanding of the political climate in which the statute was enacted. The following sources allow you to do this:


CONGRESSIONAL QUARTERLY ALMANAC

This source provides good background information in a narrative form of the legislative enactment of a particular statute (including attempted amendments and summaries of reports and debates).


CONGRESSIONAL QUARTERLY WEEKLY REPORTS

[Reference Collection: JK1.C55 (For the Past Year) / Basement JK1.C55 (1969-Present less one year)].

This source contains feature length articles on policy topics, updates on committee activity, the status of bills, how members voted, and side by side comparisons of competing versions of bills. Each issue of this weekly periodical contains an index. An annual index is printed in the last issue of any particular year. CCH CONGRESSIONAL INDEX

[Reference Collection: J69.C6 (1969-Present)]

This source is published by Congressional Clearinghouse (CCH). It is very useful for locating current information on the status of bills in the current Congress. There are two volumes for each Congress, one for action in the Senate and one for action in the House.
