Documents in databases are divided into fields or segments, which are separate compartments for distinctive items of data.  In this instance, items from the Legislative History database are divided in to citation, topic, bill sponsor, summary, title and text fields.  Instead  of searching all of the fields (as in a traditional search), you decide to restrict your search to the topic field, and so you enter "Indian Child Welfare Act" in the topic field.  You can also restrict the dates of a search on this page. 

The template formulates the field-restricted search in to the proper commands using 
TO("Indian Child Welfare Act")
Once you are familiar with the commands, you can enter them directly without the "Fields" template.
