Before working through the problems, I recommend you do three things:

1) Identify what tools of statutory construction you have that apply generally to all (or almost all) statutory interpretation.

2) Identify the tools you have to distinguish when a statute is true strict liability (no state of mind) from when a state of mind is implied.

3) Identify the tools you have to help determine to which element(s) a mens rea (stated or implied) extends in a statute.

Do not do research on the problems for Monday.  Rather, think about them in the context of what we have learned and the tools you have available.
