Subject Version | Subject admits he received some payments (approximately $10,000) from two contractors as "finders fees." He denies any other payments and insists the prosecution witnesses have fingered him to cover up their own illegalities in other dealings. Legal Version | Subject was an administrative aide to the mayor of the Town of Lee. He entered into a scheme whereby he demanded kickbacks from many potential contractors with the Town. Over the course of four years, he netted over $54,000 from five contractors. Each contractor testified that subject made it clear no contract would be awarded without the payments, and recommendations for such contracts were in fact made by subject. There was evidence that in at least two cases, substantially lower bids could have been obtained for the work done. |

History | Subject is married to his "high-school sweetheart" and has three
children. He has been married for 15 years and the marriage seems stable and happy. His
children are: Karen, age 13; Mark, age 10; and Lisa, age 5. All seem well-adjusted,
although Mark suffers from a congenital disease and needs much attention and motor
stimulation, which subject provides. Both of subject's parents are alive and reside in
Brookdale. His father is in ill-health, and subject provides both financial and emotional
support to his parents. Subject had been employed as aide to Mayor Mann for the past 4 ½ years prior to his indictment (he was suspended from his position upon indictment, and has been permanently removed according to statute upon conviction). Prior to that position, he worked as a Model Cities program developer for two years, and prior to that was an administrative aide to the Brookdale Board of Selectmen. Between college and graduate school subject served two years in the army. He was honorably discharged at the rank of sergeant. He is currently employed as a consultant on an urban planning grant administered by a former business acquaintance. He earns $37,500 per year from this position. He also receives approximately $1,800 per year in interest and dividends and owns a house valued at $135,000 in which he has approximately $50,000 equity. Subject is viewed as a "pillar of the community." He is an active member of his church, he coaches little league, and he participates in community affairs. He is regarded as honest and upright by most of those who know him. |
