Frank Schuler
Frank Schuler has been Co-Director of the Kansas City Tax Clinic since August of 2002. He is an attorney with 32 years of experience
with the IRS. Professor Schuler served as a manager, an Appeals Officer, and spent 15 years as a Senior Attorney in the Office of
District Counsel in Kansas City, Missouri. Professor Schuler has a Juris Doctor from St. Louis University and is a member of the Missouri
Bar.
Michael Boman
Michael Boman has been Co-Director of the Kansas City Tax Clinic since August of 2009. He is a 1978 graduate of the
University of Kansas School of Law. He is a member of the Bar of Kansas and the United States Tax Court. Following
graduation, he served a two-year clerkship with the Honorable Frank G. Theis, Chief U.S. District Judge for the District
of Kansas. He joined IRS Chief Counsel in Kansas City, Missouri in 1980. He served as an attorney there for 29 years,
most recently as a GS 15 Senior Counsel. In 1993, he was honored with the James B. Markham award for the outstanding
field counsel in the Chief Counsel.
